I don’t think it’s so much that she “gets to”, but that Melon just does whatever pops into her head.
And as long as she doesn’t spill any drain cleaner, she’ll probably be fine.

Bubbles has first dibs on the chair but it's not reserved for her and her alone.

Oh, definitely on her throat. Notice the index finger is hidden by her chin.
