Wow! Momo has never before been so animé! Her hair is a lot longer than it was before but Momo seems to like that; one suspects that she's always had the urge to look like a Magical Girl!
The conversation about the toxicity of the hair growth chemical is the point when we're reminded that, as well as being her girlfriend, Bubbles is Faye's thinking-brain assistance AI. Faye has as many impulse control problems as May in her own way. For example, at this point, she's being prevented from putting her head in a bucket of caustic chemicals that crystallise into hair-simulating polymer chains.
That said... Maybe the idea itself isn't unthinkable. Some mind of chemical that crystallises into Keratin? Hair extensions might be easier but, still, something interests me about a 'fast forward' hair growth system.
Finally, I know it's the arm of the engine hoist but doesn't it look like Bubbles has a bolt-action rifle slung over her back? It's just the position of it in every panel!

Could be made of a different type of fiber and seeing as how Momo has no facial hair there wouldn’t be anything for the solution to build off of so I can believe this.

IIRC the polymer solution only lengthens already existing fibers, and the eyebrows are either growth-resistant for obvious reasons, or flat out incompatible to growth.
Seems like Bubbles managed to help Momo out of a hairy situation.

You do realise that she started of as a chibi. You don't get more anime than that.
