Personally, I don't think those arguments are mutually exclusive. At the time, Faye may have thought it to be cowardice, but over time she realised she was never ready. She probably didn't have the emotional stability she has now.
There's a chance she'd take that risk for Bubbles now. But I guess we'll never know, as they've just started their business, and need to see it start off before going anywhere else.
