Here's the thing: Coffee of Doom at least in part is a fast food shop. They have some sit-down customers but I suspect the majority want in, their beverage in hand and then out. Bearing this in mind, bagged teas make sense. FWIW, I'm British and we have bagged teas from take-out shops here too, especially the concessions at train stations and the like.
In any case, I it's been implied before that Hannelore blends and bags her own teas. Maybe it started out as a hobby but it's made her quite the hit with the synthetics in the area.

Hanners is concentrating really hard on trying to imbue the tea with "love and support" through sheer force of will.

I've been to America twice for two-week periods, going both times with co-workers who went more often and I could not find a decent cup of tea anywhere. And the 'hot water onto a bag' style of tea is not exactly a rare art in the UK, even in coffee shops, but nope.
