Probably. We think. The Major, after all, has some serious identity issues herself. Even excluding (as you should) the execrable live action film that recently pretended to be part of the franchise.

Roko (or more accurately, Jeph) can make an appointment at United Robotics to get extensions, if she so chooses

Kusanagi's issue wasn't that was uncomfortable in her body, her issue was not feeling like she still human.
