Is it cold in here?:
Dogs are famously flexible in their affections, but have we ever seen anything in the strip or in real life where a dog made friends with someone who smelled like plastic?

But notice that Cosmo is wagging enthusiastically: I suspect Cosmo knows Yay from prior experience.  I expect this to end badly, especially if another instance of Yay appears.

I think Cosmo is just very affectionate by nature, like how she literally jumped straight into Elliot's arms the moment he walked into the door.
