Is that the one where you have to land semi-gently on those pads in order to rescue the stick figure?  Simaler, but I'm pretty sure I remember a game exactly like this one...

Choplifter was a game in which you flew a chopter into a combat zone to rescue POWs and then returned them to your home base. You also had to take on enemy tanks at the same time by either shooting them with your guns while flying towards them or by hovering over and dropping bombs.

I don't recall Taxi, but one of my favourites of all time was Space Taxi, which resembles your description of "you have to land semi-gently on those pads in order to rescue the stick figure." Did anybody else occasionally land on their customers just to hear them scream? ;) "Hey, taxi! Aaaaugh!!"
