These should have you dancing around in no time.

Joseph:
I disagree with the White Stripes and Wilco.  They are certainly amazing bands, but they aren't the sort that you would say play "happy music".  Maybe they have some songs to that effect, but overall, their songs just don't come across in that way.

Rawr and Stuff:
The Futureheads are a must for happy music.

And a few songs of Ok Go are pretty good too in terms of cheeriness.

E. Spaceman:
Listen to "Shiny Happy People" by REM.

and this may be cuz I'm odd but I find Le Tigre's first album to be great fun and great music.
