It's part of Konfabulator/Yahoo Widgets. It does require an app running in the background though, although it's fairly sparing overhead-wise.

(I only have 1280x1024, and the quick launch bar robs so much taskbar space.)

That's awesome.  I have two different sizes of monitors (17" and 19"), so that stuff doesn't work for me.
