Title: I need something more than Audacity.

Are there any programs for PCs that are similar to Garage Band?  And what I mean by that is, all the different instrument samples and possibly the musical keyboard feature?  I'm probably SOL and really have no choice but to lay down the money for Garage Band or something like it, because there probably aren't that many quality freeware programs like that.

You could try FL Studio, that comes with quite a few intruments/ VSTs and it's quite easy to use.

Wikipedia (http://en.wikipedia.org/wiki/List_of_MIDI_editors_and_sequencers) has a few freeware Windows-based sequencers.

I have some friends who rave about Fruity Loops. But i think it costs moneys? lots of moneys?

The standard edition sucks though. Just pirate the producer edition off of Pirate Bay. If you ever make half decent music out of it, then you can buy it.

EDIT: you can get the producer version for 160 off amazon. That's not really that expensive (not that I can afford it right now, but it's cheaper than a new guitar, or a drum set, or etc.).

The instruments you get with it are okay, I recommend downloading as many free VSTs as you can get your hands on though. Also here's a good website for free samples
