I've left out everyone who's already a mother. Talk me into it and I'll add Mrs. Bianchi, Ms. Reed, Mrs. Whitaker, and Ms. Chatham.

Amanda: Irresponsible
Dr. Buenvenida (my vote): Seems to be the most responsible. No signs of insanity, too. Although, she's a shrink, so... she may have gone into psychology to try to solve her own issues (a lot of people do.)
Dora: Too insecure, kids would get to her too much
Ellen: Too immature
Faye: No.
Hannelore: Too immature and OCD
Marten: Too little backbone
Natasha: Too immature and irresponsible
Penelope: Too crazy
Raven: Too immature and irresponsible
Tai: Too promiscuous. How would it look to your kid when you're bringing back a new second mommy every night?
Vicky: Don't know enough about the character

Penne-lope seems organized and responsible, but might have too rigid a personality. On the other hand the Penne-lope rants only happen when people fall short of her expectations for adults. She might turn out to be OK with children.

Raven has been successful with minor responsibilities like redecorating Coffee of Doom, so where you say "irresponsible" I'd say "dangerously naive". She might not maintain a safe environment for a kid.

Yes, Amanda is Faye's sister. She's known to be uninterested in motherhood anyway.

Should I put Sara in the poll? I wasn't sure whether she counts as a character any more.

According to #609, Marten has "enough" uteruses.
