Interesting point you've got there.

The really horrible people in the strip are obscure. The regular cast doesn't include anyone worse than Sven, and nobody really malevolent. Hannermom was a real anomaly when she appeared.

The explanation for that may be Jeph's stated preference for writing a comedy rather than a soap opera. But even comedies can include villains.

Soap operas don't have villains, they have the Libby (http://tvtropes.org/pmwiki/pmwiki.php/Main/TheLibby) (and variations thereof).
