I don't know, man. I've played FIFA on and off since the series started on the megadrive, and pretty much every year since 99. Most of those were burned PS1 or 2 versions, but for FIFA06 I bought it on PS2, then from 07 onward I've got it for the 360. The swap over to the 360 has been frustrating, because simple things from the manager mode that were present in the PS2 version just didn't come over to the 360 version.
Then I played the UEFA CL 2006/07 game and it incorporated a while bunch of great changes like holding down a button to take a quick throw and easy ways to skip the boring animations that repeatedly play, etc and I stupidly assumed they'd fold those ideas back into the main FIFA line (and I even saw it being suggested by EA at one point), but it never eventuated. FIFA has always been flawed, but at least it was a fun game to play, and mostly show-stopping bug free. My mate and I played 06, UEFA06/07, 08 and 09 together a hell of a lot, and at the end of 09 I was really excited by some of the announcements about 10. The 360 dribbling/running, shared space and reworked ball physics all sounded great, and for the most part they worked pretty well. But the managerial mode, which for me is the core of the game, was completely and obviously broken to the point where it was obvious they either didn't test things properly or rushed to release knowing that those bugs existed.
The assistant manager did stupid shit like putting CBs in as Strikers, putting buggered players on, etc. If you turned the assistant manager off it'd still happen sometimes. You could buy players and then a couple turns later they'd disappear off to some other team without being paid for, or you'd scout players and they'd change completely after you signed them (not just stats, like, names, etc). If you subbed a player the game would treat them like they never played, so they wouldn't earn experience or get a match rating. Some of the achievements were bugged, so you could never tick them off, or others would get up to a certain point and stick.
Gameplay-wise the AI has always been average, but now it just cheats by altering the ability of the opposing team. Not sure if it has always happened or what, but I knocked it up to World Class difficulty and played as 4.5 star Arsenal vs some half-star league two team the other day to test a theory and the 0.5 star team ran about, passed, tackled and took shots like they were my equals in skill, which they should not have been. I mean, I know that it's kind of hard to make AI more intelligent or something, but jacking their abilities up artificially is just fucked, and makes me wonder if the game actually gives a shit about the real skill levels of a team or if they just use an arbitrary sliding scale based on the difficulty level you set it to.
and to cap it off, despite all the "shared challenge space" shit that they've been throwing around about 10 and 11 you still get AI players running smack into you and no foul being given due to it being a result of a physical collision rather than a decision or action made by the AI player, so instead of seeing a normal game of football I usually see a comedy show of people falling over. In one instance some cunt knocked me over and hurt me in the process. As I lay there rolling on the ground in agony he kicked the ball toward me and tripped over me because he's a fucking idiot AI, then the ref gave him a free kick because I'd obstructed him or someshit. That is fucked.

and year after fucking year I see announcements saying they've streamlined the way that cards happen, or the animation cycles for XYZ or whatever, but what generally happens is that they are all still as batshit fucking boring and repetitive and unskippable, or like last year when they didn't play a cutscene anim but made the ref run from wherever the fuck he was n the field all the way over to you to give you a fucking card you knew you were gonna get anyway and don't give a fucking rat's about, so when you want to play 40+ games a fucking season on your Managerial mode game for 5 or more years plus take your Be A Pro player through a few season's worth of games then maybe try taking another smaller team up from league two to the Premiership you get absolutely fucking jack of all the goddamn unskippable bullshit they cram into the fucking thing because they are a bunch of stupid cunts who don't think about how much some people want the game to just get the fuck out of the way and let them get on with the fun bits, which are getting rarer and fucking rarer these days.
OPTIONS NEEDED:
1. QUICK THROW-INS AND KICKS (they have some quick kicks this year, thankfully)
2. DISABLE ALL ANIMATIONS (individual options), INCLUDING WALKING ONTO THE FUCKING FIELD, GIVING OF CARDS, SUBSTITUTIONS, INJURIES, AND THAT SHIT WHERE YOU JUST MISS A GOAL AND THEY PLAY AN ANIMATION WHERE YOU LOOK ANNOYED
3. TURN OFF ALL GODDAMN SWOOSHY MENU ANIMATIONS
Honestly, I'm not even sure they make these games with the serious fan and longevity in mind anymore. For a FIFA fan this is the game they want to be playing on and off until the next season's game comes out. Instead EA make a bunch of fancy-looking bullshit that's gonna distract people until their next big title comes out in a couple months and that's it.
I know that by now I shouldn't expect any less, but goddamn it I want more.

I've only been playing the demo of Fifa 11 so far, so I've not come across most of the long-term game bugs you've discussed, but there are two major fucking points that are pissing me off to the extent that I will not buy this game:
1) The unskippable close-ups on an individual player jogging around/looking gormless/picking his nose that occur before every fucking substitution - I know this is what they do during lulls in play in televised football, but that's because they are constrained by actual fucking reality and need filler, whereas in a game there is no excuse for it. And at least on TV the commentators have the decency to make some kind of remark on the player in question. If I can skip the substitution animation once it's started, why is it so fucking important I sit through this bullshit before it?
2) The fucking batshit implementation of the offside rule. Why the fuck are you awarding offside when the ball has been intercepted by the opposing team? Seriously.

Yeah, the offside rule shit annoys me, definitely. Especially when it was played so much more realisitcally by FM2010, to the point where linesmen would make sometimes mistakes if the call was close. In FIFA it's pinpoint precise and doesn't give a shit about whether you actually received the ball or not, and ignores the active/passive offside stuff. A lot of my general gripes about gameplay would go away if they introduced some sort of humanity engine to the game, or whatever they want to call it. If refs and linesmen made mistakes on close calls, say, and AI controlled-players didn't react perfectly within split seconds of balls being kicked at them, if they continued on a little bit when you changed direction depending on their reactions skill, so you could dupe lower skill players more effectively, then all this would add up to a more human, comfortable experience. At the moment it feels exactly like what it is, and that's disappointing.
I think I've made the point before that the greatest leap forward in Quake bots was when someone had the bright idea to make it so that they weren't 100% crack shots all the time, and didn't know exactly where you were by talking to the game itself to find out, and sometimes made mistakes and had to go to an armour or ammo spawn point to check if it was there rather than just knowing. It made it feel like you were playing against humans instead of bullshit cheatmachines.
and I know that the obvious answer is to play against actual humans, but A. the lag is terrible and B. random FIFA multiplayer people are terrible.

I'm quite enjoying Fifa 11 as a step up from Fifa 10. The team-mate AI in pro mode seems to be completely fucking moronic in that an AI player with the ball will only ever seem willing to pass to you if you request it, ignoring all other opportunities to play the ball forward to another open player to the point they get tackled.
This could just be an issue with playing with low-ranked teams though, since I'm trying to beef my pro's stats.
Handballs are utterly ridiculous, though.

I think part of the problem for me is that football games are best played with friends in the same room, so they'll never be as fun as when my brother and I both still lived at home and would play Pro Evo on his Playstation for hours on end.

I used to always buy the PES games rather than FIFA as I always thought that the gameplay was more realistic and because I didn't care about shitty licenses when they're not real players anyway, they're just fucking pixels on a screen but now neither game is much different from the other and they both have the same annoying problems.
Some problems I have with all football games in general:
1. What the fuck is up with the defensive AI? Seriously, people, defenses do not move in a goddamn flat line every damn second of every damn game. Even with defensive preferences tweaked the AI lacks any vision whatsoever e.g. the lob pass over the top where the defender takes about 10 seconds to turn because he thinks he is a goddamn aircraft carrier and the striker has already scored by the time he realises the player he is supposed to be marking is gone.
2. What the fuck is up with the Goalkeeping AI? This is even worse than the defensive AI because this is the one position where a logical response to each movement is extremely necessary yet you get fucking stupid shit like the Goalkeeper running out at the ball when there are 2 defenders there already and then the attacking team just makes a 5 yard pass and taps it into an empty net. Or you get other stupid shit like the GK diving the wrong way for some unknown reason when it is really freaking obvious that the shot is not going there.
And for that BE A PRO mode that they love to harp on about, I really hate the awful cameras you have to choose from with the awful zoom options and stupid swishing that make you run in the wrong goddamn direction even though you haven't moved your thumb at all.
TL;DR All football games suck.

There's a lot of room for improvement but this is still the best one yet. It's way better than 10. That one was hilariously broken in every respect.
I agree with the first and last parts of your post. To me the gameplay is pretty much exactly the same as 10, and the ball physics are great for shooting and long passing. The short passing has taken a bit of a hit though, the Be A Pro achievements system is at least not broken like in 10, but having a bunch of achievements dependent on playing on World Class means that I have to make a choice between grinding WC games that I won't find fun in order that my BAP character be the best it can be and giving up and not playing the BAP part after a certain amount of time because I'll get sick of the lack of progress and I don't want to play a game that I don't find fun.
Also, they've taken the International stuff out of the BAP part of the game, and I found the International games to be a nice intermission to the club matches. I also liked working my way up through the reserves, but in this they plonk you into the starting 11 from the beginning. They've made the stuff that was fun to work towards less fun by making part of it unnecessarily easy and another part annoyingly difficult.
Also, do you have a PS3 or a 360? I am actually quite curious as to the differences between the two platforms.
