Jeph's comment this morning said "Okay it's kind of creepy to apply the Boy Scout model to prophylaxis". However creepy, the idea is not new. As evidence, I offer this link:

I simply don't understand why Jeph wrote that it's even slightly creepy to have condoms to hand. It seems like basic social hygiene to me.

I think he's saying the same thing you are. It's inept of Angus not to already know whether he has the condoms available. What's creepy (thinks Jeph) is associating Boy Scouts and condoms through the "be prepared" motto. I don't actually think that's at all creepy, and the Eagle Scouts to whom I've put the question are generally ready to see the importance of being prepared in exactly the way Jacques and Lehrer mention; they are usually not the choirboys we think they are. But then again, perhaps neither are the choirboys. But Tom Lehrer definitely didn't want anyone to believe he wasn't beyond the pale, witness another great song of his - "Smut":
