Title: Best program to use with a graphic tablet to draw a comic strip?

So I have two great picture manipulation programs, Photoshop CS2 and Adobe Illustrator CS3. Which is better? Or is it another better?

I'd never draw artwork on Photoshop, with or without a tablet to back you up. Illustrator wins out over CS2, but I'd use Flash, or something similar, if you're free-hand drawing.

fwiw, jeph uses photoshop.
