Anyone know where I can find stuff like Adobe Photo shop and those tablets for the computer cheap. Other than Ebay.

Photoshop is never cheap, but Photoshop Elements is priced in the regular consumer product price range. It does most of the things regular Photoshop does, and should be flexible enough for most image producing (or comic producing) needs.

Best Buy sells 4x6 tablets that come with Photoshop Elements 2.0 for $99, I got one and it works perfect for me.

It depends on where you live.  I will be getting a spare tablet soon so I might be prepared to pass it on if you are in the UK

I, ehm, borrowed my copy of Photoshop CS from Bearshare...
