what is the best, yet freest form kind of program that allows me to animate gifs out there?

Macromedia flash can make cool animated gifs. And if you can't find it for free on the internet then you are an idiot.

you can just download the 30 day free trial from the macromedia site and then get a serial off of one of the many sites that has databases of serials.

If you already have photoshop... imageready cs does fairly good gifs. If you don't already have it I guess you could always *cough*sample it*cough*
