Julie Doiron is a singer/songwriter. I recommend the song "Snowfalls in November" for a first listen.

i never really got what singer/songwriter meant...i mean isn't that what all bands do out side of the mainstream

I guess you could say that. It's pretty self explanatory. I mean to put it simply she has a great voice and her songs are wonderful.

Julie Dorion was the bassist for seminal East Coast Canunk band Eric's Trip, but when that band broke up she decided to play cute, well-written acoustic solo songs. I saw her on tour earlier this year (she was headlining, but her new band Shotgun & Jaybird opened) and it was a beautiful, intimate show. I recommend seeing her live if you have the chance.

Incidentally, she had a split EP with Okkervil River a while back. I think it's out of print now, but it's on OiNK. Very good songs on both halves.
