This is not really correct. Infact, it's completely wrong.
You can get a pint, in a pub, with your breakfast (a roll and sausage) at 08:00 if you know where to go. You are not encouraged to eat the roll and sausage, instead there is a large bin provided for it. Granted, most pubs only serve from 11:00 until midnight but some pubs, such as Blackfriars, have a license to stay open until 01:00. Others, such as Bunker or JT Rochead's, are open until 03:00 on Friday & Saturday nights.
As CWJ has mentioned, clubs are open until 02:00 (West End) or 03:00 (City Centre)
Shops can only sell alcohol from 12pm till 10pm and drinking alcohol in the street is illegal. England actually has far less strict drinking laws than Scotland.
Wrong again, off-license sales can start from 08:00 until 22:00 as standard but there are places such as Peckham's which are allowed to sell alcohol until midnight. On the no-drinking-in-the-streets law, it's something which has been in Glasgow for quite a few years and is becoming more common across at least Scotland. It's designed to stop 'un-sociable' drinking i.e. teenagers with their cheap cider/Buckfast or hobos (jaikies in the local parlance) rather than an outright ban on drinking in streets/parks. Standard police technique is to confiscate the alcohol (which is rarely palatable by those with remaining taste-buds) off the, commonly under-age, neds and pour it down the drain in front of them. It's great fun to watch.
