Please explain this idiosyncratic phrase to me

"Hey, [user name]."

It seems innocuous enough but clearly conceals a wealth of connotations, which seem mildly pejorative but otherwise completely elude me. Also I recently witnessed ruyi using it to address a thread, rather than a specific user, which just further confused me. So what's the deal?

In my experience, it's to show disapproval for a thread or to acknowledge someone who has been away for a while.
