Name That Nerd

So I was merrily stumbling when I came across this video, which in its own is pretty neat. But then I noticed this dude near the end. I've seen this guy before! I just don't know where. I'm drawing a blank but I'm fairly sure it was something game-related, maybe Bungie or 1-Up.

This information has no use to me but I am curious and will not be able to stop thinking about it until solved. Someone help me out!
