Blast!  The whole point of looking up the album covers was so I could double-check all of the dates of release in my iTunes library, but looks like I failed.  Thanks for pointing that out.

1990: Honestly, I couldn't find one.  If I were willing to use Greatest Hits albums, I would've used The Best of Van Morrison, because it's not only great, but it was one of the first three CDs I ever owned, so it's got a special place in my heart.  Since I'm not, the de facto winner has to be Please, Hammer, Don't Hurt 'Em. 'Cause, y'know.

1991: At this point I'm ashamed of myself for how few of these albums I've listened to the whole way through.
Winner: The Spin Doctors - Pocket Full of Kryptonite, because my dad's played it on road trips since I was a kid.
Runners-up: c'mon. Pearl Jam and Nirvana.

1992: Finally, an easy one!
Winner: Rage Against the Machine- Rage Against the Machine. Fucking epic.
no runner-up.

1993: Winner: Billy Joel- River of Dreams
no runner-up.

1994: Winner: Dave Matthews Band- Under the Table and Dreaming
Runners-up: Green Day- Dookie, Weezer- The Blue Album

1995: Winner: Michael Jackson- HIStory, but I'm not using compilation/Greatest Hits albums, so Oasis- (What's the Story) Morning Glory? instead.
runner-up: Smashing Pumpkins- Mellon Collie and the Infinite Sadness

1996: Winner: Sublime- Sublime. The essence of the mid-90s in my eyes.
runner-up: Dave Matthews Band- Crash

1997: Little did I realize, '97 was a fantastic year for music.
Winner: Third Eye Blind- Third Eye Blind. Definitely in my top 5 albums all time, with a pretty strong case for #1.

1998: Almost as great as '97 was, but not quite.  Still, the late '90s were fucking excellent where music was concerned.

1999: holy shit you guys britney spears was making music ten years ago, back when the now albums were up to #42 in the UK

2000: oh man, remember Billy Gilman?
Winner: Linkin Park- Hybrid Theory. Just like every other elementary/middle-schooler of the time.

2001: In 2001, Clear Channel made a list of songs it deemed inappropriate for the air after the 9/11 attacks. This included "all songs by Rage Against the Machine."

2002: some rather excellent live albums; substantially less studio albums. also Jam Master Jay died. RIP.

I'm not actually that defensive. Most of that was for humorous effect, 'cause I know people will disagree with me. I don't actually think most of the people here are pretentious. In fact, I consider a lot of you to be pretty objective and informed.

Man this was hard, so I tried not to over think this, with the result that I'll no doubt return to this thread in a few days time and curse my own choices.

Think the hardest part was the fact that there were some outstanding years, and some piss poor ones. If I had to pick my 26 favorite albums of all time, I'm not sure how much crossover there would be with the below. Also apparently I'm one of the older posters! Who knew?
