You can drench a customer in milk or pour scalding espresso on one. You can throw a ladle at another employee or hit her on the head with a sword. You can insult the boss directly. You can ridicule paying customers to their faces. Does Dora have some kind of lifetime employment policy?

Losing a verbal (or a phisical, for that matter) sparring match with a customer is grounds for unpaid leave pending termination.

And I don't mean termination of employment [dun Dun DUN!]

OK, let's break it down:
You can drench a customer in milk or pour scalding espresso on one. You can throw a ladle at another employee or hit her on the head with a sword. You can insult the boss directly. You can ridicule paying customers to their faces. Does Dora have some kind of lifetime employment policy?
The red parts are/were wholly-justified vengeance and not done as a regular thing.
Green is for intra-office politics mostly related to non-employment events.
Orange is an occupational hazard around Raven, and therefore totally OK as long as it was funny.
Finally, the yellow part is what brings the customers in in the first place.

Basically, I don't think Dora cares what the staff do to each other as long as they are still able to serve coffee and extract money from the customers. Note that Faye didn't dump milk or espresso on anyone until after they had already paid.

You can also leave for Canada when you're the only employee on duty, as when Raven abandoned the store to Marten and Hannelore.

I think the upshot is, Dora can't bring herself to fire anyone.  People leave  - Sara, Raven - but fired?   Well, not yet.

I imagine it would have to actually involve fire to get you fired.

Probably you'd have to actually kill a customer, or burn down the building (on purpose of course), or otherwise cause the authorities to take an undue interest in the place.

There are rules about killing customers: "Remember the rules, Faye. No murdering customers in the store. The back alley exists for a reason."

Isn't that like asking why Jerry doesn't get jailed for dropping all those anvils, bowling balls etc. on Tom's head. Except here.

So did Fred Flintstone.

You realize that Fred Flintstone turned 50 this year?

And that I don't think that even HE could get fired from working at CoD?

Anyway, QC doesn't have the big reset button at the end of every episode, and in general actions have consequences for QC characters.

With great power comes great responsibility.

Fortunately, with silly powers come no responsibilities at all!

Considering that Cosette works at CoD now, it's a very real possibility.

Or losing Dora money.  Besides Marten, expensive disruptions to the business are definitely Dora's berserk button.

I can see Dora firing someone if they turn into a terrible human, or if they allow Pintsize in the shop.

Yeah, they go hand in hand, but there's a subtle difference. Being a horrible person might include acts of douchebaggery like making fun of Marigold or Hannelore, stealing money, or bringing a crew of buskers. Letting Pintsize in would be grounds for immediate termination without a strong defense.
