What is the name of this game?

Okay, I remember several (or was it just a few) years ago I was very excited about this squad-based tactical game.  It was not a shooter, but instead a ground level type modern game where you order one or two squads of soldiers through a middle eastern urban setting.  It came out simultaneously for XBox and PC.  Can anyone help me remember its name?  Again, this was not a shooter.  You simply ordered the soldiers around.

Full Spectrum Warrior? Wasn't quite simultaneous launch. It also had a sequel, which was closer to a simultaneous launch, just one week between Xbox and PC versions.

Sounds a little like Arma II (it's available on steam/PC only) but it's shooter where you control squad members and deploy other members on your map to do whatever. I hope that helps.
