Section 14 of the New Zealand Bill of Rights Act of 1990 says that "Everyone" has the right to freedom of expression. A bird cussing is as legal as a meerkat playing rugby.

The bird in the article was from Rhode Island, though, so I think it means the First Amendment does not apply to birds. We should ask the Supreme Court anyway, just to be sure.

All the 1Am sez, though, is "Congress shall make no law ... " Rhode Island can be draconian and God help the bird if there's a neighborhood association. Those things are worse than school boards.
