I thought of that as a built-in seat belt for when Bubbles and her same body type were in vehicles - they could inductively stick themselves to the seat without the need for a seat belt that could spoil a potentially quick leaving of the seat. Just turn off the induction and pop out like a shot. That same device could be used to charge a cell phone. And since Bubs is likely plugged in, the extra drain on her batteries isn't an issue.

Oh come on. It's not like every species that uses them is parasitic. Just like 80+% of them.

On a lighter note, seahorses have them. That's jow the female gets her eggs into the male's brood pouch.
