Who is this artist?

I was reading a coffee table book today, and I fell in love with some drawings by a french artist-man who's name I've forgotten. He draws silly french women with distinctive rounded chins.

For those of you who read scary go round, Amy drew a bunch of bridesmaid dresses in his distinctive style "for the self-conscious bridesmaid".  The dresses are basically cubes - "to catch the bouquet, they line up in a grid pattern".

I'm grasping at straws here, but I'm beating my head for forgetting the artist's name. Do any of you know who he his?

When I think of French artists, I think of Henri Toulouse-Lautrec, but that is probably not who you mean. Sorry that I'm not more helpful.
