All of the above. I love the poem, I love the character, and I love the actual person for being a megalomaniacal jackass who gained notoriety for no one remembering him.

My mate has this on the SNES. It's pretty damn hard (If I remember it properly). I coveted it muchly back in primary school.

Hustler:
It was kinda tough early on in the game, although once the dog's attack hits level 3 things get a lot easier.  They should have made it take a lot longer to get to that point.
