Fox was hell overpowered on SSBM, but what about Roy/Marth? Roy was SLOW, but two hits and you were history. As a Kirby user, in any stage with close ends, such as pokéfloats or Mr. game & watch's was too painful to be killed with 0% on one damn hit of fast smash (c) or B+up. Marth was nearly as powerful and quite faster.
Anyways, the game is quite balanced. Even Mr. Game&Watch can become a hard opponent :) Though some characters were terribly slow, like Bowser.

Link is a good anti-Fox. Ranged grab, multiple ranged attacks that can hit at angles, and longer melee reach. If Fox players want to sit up top the whole time, just throw boomerangs and bombs at them simultaneously until they try to rush up close, then do my favorite combo which is Link's down throw + up B spin attack.
I really never found Fox to be that overpowered. To me, the most annoying, cheapest character was Shiek.
Oh and about Game&Watch: He has quite possibly the best hit priority of any character in the game. Your attacks will usually cancel an opponents while still landing on them. It's all about timing.
