If Martin and Will can't be in it, at the very least Michael Bay needs to direct this.

No because then it'll all be dialogue for five hours and then some really shitty camera angles that Tarantino would use because he wants to stylize the action, but in turn will fail miserably and just make the whole movie look like balls.
I vote Robert Rodriguez (because he still knows how to make good movies.) or failing that a man who has it in his blood to direct an action movie, Mark Lester, the brains behind Commando, perhaps the single greatest action movie aside from Die Hard.
