Just seemed kind of frizzied, kinda like bedhead is all.
I have nothing against how she looks... I'm just saying, she asked for advice, and I can see her rocking some dark chin-length hair, maybe with a sway-fringe.
A lot like Ephemere posted, except less shapely(even though the girl in that picture looks great with shape-ies ).

Oh gross. Shaved heads on girls require a really very very feminine face to pull it off, or you'll end up getting "sir'd" in every shop and pretty much just look awful.
