I don't think they ever specifically said it, but it's generally accepted that Scrubs takes place somewhere in California.

If you read the Wikipedia article, it's filmed on-location at a decomissioned hospital in northern California, but as far as the show is concerned, it's intentionally left ambiguous, although it's still commonly accepted to take place "somewhere" in California.
