It's basically hell to get to, you have to walk around a mountain range and approach from a small trail to the north. It's the same guy as that talking head you meet in that ghoul settlement just north of vault city in fallout 2. The tree has just frown a good bit.

It was really awesome and I haven't seen anything like it in any other plants. Unfortunately my dad cut it off one day when he was trimming the hedge, and it didn't grow back.

I suppose albino plants could be relatively common. Albino creatures are fairly rare, what with their lack of natural camouflage. I saw an albino horn beetle once. That was pretty cool.
