What you're not taking into account is fallout (like you mentioned), but also demoralization of the population, loss of industry, loss of population, loss of land usage, etc. That's why the two bombs in WWII essentially won the war. It wasn't solely the physical loss of the city - the Japanese were all like "ok, fuck that, you win, don't blow up our cities any more."
