I don't think this is right. They have a download but you have to pay for it.
The newest Nine Inch Nails album, on the other hand, is a free legal download for all time.

Machinae Supremacy is a kick ass band that has a nice amount of free tracks. In fact, some of their best tracks ("Cryosleep," "Origin," "Soundtrack to the Rebellion," "Attack Music," "March of the Undead (pt III)," "Missing Link") are available for free download.

Basically, you can listen to it to your heart's content but buy it so you can scrobble it.
Calaveth:
www.jamendo.com has tons and tons of free music, either for download or to stream. The quality is a bit uneven, naturally, but there is good stuff to be found.

Some of the stuff on there is amazing, I highly recommend the N.O.H.A album in the Drum 'n Bass section, and the Jahcoozi album "Blitz n Ass" in Hip-Hop.
