Maybe Jeph is, in fact, just a Jeph suit/robot being piloted by a Wren, Titmouse or Nuthatch living inside his forehead.

That might explain the small bird obsession.

Perhaps in the not-too-distant future his work will turn to a subtle blend of revolutionary politics in an attempt to prepare us for the coming of our feathered overlords.

It'd explain the unusual name as well... Kinda. Tweety McChirp would work better.
