I don't know what the hell this video is about though.

I just did a little bit of quick research into the guy that does the 10th dimensions video. He is not a scientist and from what I've read in the reviews of his video from physicists he doesn't come close to describing the dimensions accurately, has no grasp on what he is talking about and should not be taken seriously.
