Basically, yeah.  I tried coming up with a land reform program to give back to the proletariat, but it was really slow to work and didn't really solve anything, I had to impose set figures for food to try and deal with the shortages, and I wanted to dismiss the leader of my military because he was guilty of war crimes, but every time I tried the same dude popped up and was like, "Dude, fuck you!  Are you fucking nuts?"  So by the second or third year of my presidency I was locked in this circle of futility as the former government organized and started killing people.
