My solution for boots is wearing really thick socks. If my foot can't slide around, I'm good. I've got two pairs - my snow boots which I've had for about 10 years and the boots I got a few months ago. The former are similar to work boots and after having them so long (but not really heavily worn), they're quite comfy and still have good traction and I can wear just about whatever socks with them. The newer ones are a bit looser, so I can only wear them with really thick socks or I get blisters on the sole of my foot near my big toe. Anything that keeps your foot from moving around in your shoe, thick socks or insoles, helps prevent blisters. If your socks are thinner, you could just wear two pairs I guess.
