Actually its 120V 60Hz and 240V(two phases, two 120V lines and a ground) 60Hz, while Europe mostly uses 220V 50Hz.

The actual delivered power varies some due to losses, but if you actually put a multimeter on a US outlet it SHOULD read around 115-125V.

The reason for this is because the power company's power can differ as much as 10% (but not more than that), so for a 220v/240v outlet the amount supplied can range BETWEEN that...

Basically there are so many different plugs and voltages around because of fighting and blatant disregard of what other countries were doing.
