In American English, "tie" and "Thai" are pronounced the same way.
And the "th" is not a reliable diphthong. You'll find that 'thin', 'this', and 'Thomas' start with three different phonemes (/θ/, /ð/, and /t/, respectively.)
(Though I think that 'Thai/Thailand', 'Thomas/Thompson', 'thyme', and 'Thames' are the only four that have the initial /t/ sound, instead of either /ð/ or /θ/.)

Plus a few derivatives and obscure words... a rule I was told for telling if a word begins /θ/ or /ð/ is that "open" classes of words (nouns, adjectives, verbs etc) use the former and "closed" classes (pronouns, conjunctions etc) use the latter. It doesn't entirely work because you have to deduce what to do with adverbs (and no doubt has other exceptions).
Incidentally, "th" is a digraph, not a diphthong.

For those who are truly fascinated by the varying pronunciations of "th" in the English language, Wikipedia has a good article on it. (I blew about a half hour reading it.)
And my brain told me digraph, but my fingers typed diphthong. I blame the "th" in the middle.
