There are amazing details in that Eva picture, if you go looking.

Also, although Shinji looks too old and tough at first, if you cover up the scarred side of his face, the other side looks right again (within the aesthetic of the picture as a whole).

For the record, a short hair cut in general, or buzz cut in particular is best for any form of individual who works in close proximity to machinery or might be involved in physical conflict of any kind. Getting your hair pulled in a fight's no fun, getting scalped because you caught your pony tail in a lathe is REALLY not fun.

JACK boots are facist/totalitarian, but jack boots are not the same as a combat boot imho. For one they don't look nearly as good. (combat boots don't) but jack boots aren't nearly as functional.

The baggy-pants-tucked-into-combat-boots look is pretty bad. It's like they were going for para-military badass, but the budget ran out above the waist, perhaps because of all the money they spend on those shiny new Glocks. Facist though? As others have suggested, I see jackboots as more the thing. And goose-stepping. I don't think NSW's finest have enough style to qualify, though the bright yellow stun-gun is a simply fabulous colour accent!:
