Theory: The reason you're looking up is because you pull in your stomach by breathing in before you button them. It's kind of uncomfortable to tilt your chin that much and breathe in at the same time. /theory

I think it is because looking up would elongate your torso, achieving/complementing the breathing in thing and making buttoning easier. The same way one tends to put mascara on with the mouth opened. As much as non make up wearers like to make fun of that, and it is possible to not do it, it helps elongate your face and keep your cheeks/eyebrows out of the way.
