How so? Arthur Dent didn't want to travel, he wanted to stay in his house; the bureaucrats decided to knock his house down (which would have forced him to move), and then the Vogons and Ford Prefect turned up and he had to travel to survive.

I was actually going on the movie, since that was the media we seemed to be using most in the thread - and I was classifying the Vogons as the bureaucratic ones.
