We have only been there on vacation a couple of times but have had really good experiences both times.

To each their own. I've pretty much lived in Indiana all of my 42 years. I traveled around for several but always ended up back. the older I get the less and less I enjoy winter though. There are other, mostly political, reasons I want to leave Indiana but my youngest is just going into high school and we would like for her to finish that up with her friends. After that a move is possible.

Buffalo. 

The year my grandma passed away, my folks inherited her house on Cape Cod.  They were debating selling it, or moving there.  It was close to new years, my mother was listening on the news, and they said that last year had been a record - there were only seven clear days.  In a year.  It was always either overcast, cloudy or actually coming down.  That was in the early 90's. 

They moved.

Maybe Norway or another scandinavian country would be a better choice than Germany. It was rather unusual to have snow in every of the last three years. Most of the time it's just drizzle at 1°C, and rain in spring and fall.
