well the thing is, hair grows in cycles. they might have gotten all the hair that was growing, but they didn't get all the dormant hairs. hair follicles have to be active and growing to be affected by laser or electrolysis, and hair tends to grow in waves of activity/dormancy.

I've thought about it for my chin/neck fluff. Even though I've been told by a few trusted people that even after I've highlighted it to them, they barely see it. It really bothers me though.
