This is probably the most clichè Waltz out there, and it's nearly impossible to not hear the "Dum ta ta" rhythm, especially after 02:11 or after 02:55.

No, I just can't hear it. You are right that with this one I can't just count to any number, but the numbers keep changing. One two three four - one two  early on, one two three four five - one two - one two some time later. These are just examples. But no simple repeat of one two three in anywhere in the first half or so. I didn't hear all of it.

The problem with the one I posted is probably that the tempo is changing. Here's another rather well known waltz:

This one is completely in 3/4, with a more or less constant tempo. You can count "One two three" all the time. Try to listen to the basses and the drums. It's "bass drum drum" or sometimes "bass drum drum bass druuuuuum" (where the drum is through two and three).
