Shenandoah is solidly in VA. Skyline Drive and the Blue Ridge Parkway run from Rt 66 to Roanoke, approximately parallel to the VA/WV border, but about 30 miles in. Monongahela National Forest is on the WV side, it's actually much bigger now that I look at the map. (Fun fact: Top Gear drove the Blue Ridge Parkway in their latest USA road trip special.)
