Not very. I had to waterproof my Docs this past weekend.

My combat boots aren't Docs, so I was basing it off of that, but yeah, I've heard Docs aren't that water resistant.

My rocky jump boots (combat boots with a side-zip) are waterproof up to the tongue, and if you found some way to seal the gap between the tongue and the boot better they would be waterproof up to the top. I think there might be the tiniest bit of water that gets in from the zipper, but it isn't enough for me to be sure it is even there, and if that was a problem you could get them without the zippers.
They aren't great with cold, though. They aren't really insulated in any way, so your socks/liners would have to make up for it.

There's nothing wrong with cowboy boots, I regret having to get rid of mine, and you're absolutely right that they look kick-ass underneath jeans (boot-cut, obviously).
BUT, I seriously think that if you're looking for something to keep yr feet dry and you wanted rain-boots, then get some flippin' rain-boots! Not polka dot ones, that'd be silly. But there are plenty of extremely manly wellingtons out there. Like these:
Basically I think in the search for a good pair of manly rain-boots, your fashion idol is Prince Philip trudging around his country estate, mumbling all sorts of mad shit to himself (I fucking love Prince Philip). And as always with men's fashion, subtlety is the key.
