*defect in parenthesese because I think having a prehensile tail would be cool, provided the rest of Humanity had them too.

This is close to my guess. May be Alice is a tech-savvy lady from present day Earth who somehow ended up in this place that is either temporally or astronomically distant from us. Alice been giving them help with engineering and stuff. The locals fail to distinguish this from magic and call her a witch.
I'm aware that this does not explain her escaping the nasty fall unscathed. Nor the blue boy with a tail.

If you are afraid to touch, use a pokin' stick. Better losing your stick than your hand. Still, I think it is a bad idea in this case. I guess Alice will sort things out, by trying to touch and speak to him. Probably this will wake him up. Now, for the big question: Does the blue boy speak English? If not, perhaps some extraterrestrial language? Or perhaps he is using telepathy? (I am not sure how telepathic speech bubbles should look like.)
This looks like a very rural setting. I guess the nearest coffee shop is very far away.

I don't think we are in a particularly low tech setting here. The wind turbine Alice was working on is decidedly modern day, and the barn and silo in the background of the current comic would be right at home on a farm of our time period. Their clothing looks pretty up to date. Leaving out the turbine, the setting could be anywhere from the 1900s to modern day or slightly beyond. The only things out of place so far is Alice being unharmed from her high dive and a blue kid. Even Alice being refered to as a witch doesn't mean much of anything. There's just so little information to go on yet.
